Whats special about this razor?

It is light (superior shave says 14-g) and it does feel like plastic. It is also a pretty good shaver. I've heard the head geometry compared to a Progress, but I don't have a Progress so I can't verify that.

What is special about it? Well, it's cheap as Merkurs go (Merkur might prefer to describe it as "günstig"). It's probably more aggressive than the 34c, but YMMV. I don't believe that it's made of bakelite. But aside from the screw that holds it together, there is no metal to corrode (Anyone know if that screw is brass or zamak? It looks like brass to me).

It feels like plastic because bakelite is plastic. One might think, "Why would I want to use a plastic razor?" Good question. Answer: It's bakelite, which sounds cool, like "butterscotch," and was used in ye olden days.
