If you ditch the bowl and use your face you'll know proper lather when it's achieved. I'm not saying bowl lathering is wrong, lots of folks do it, but the face gives instant feedback when building lather and also includes "free" face prep.
Similar to what someone already wrote, when your face is lathered, if you can get friction on your facial skin to pull it taut, your lather is probably deficient somewhere. The facial skin should feel somewhat like a greased pig and about as easy to get friction on. Too, the lather should be hydrated enough to at least last through one pass, longer is better, 8-10 minutes would be excellent.
