I think this, like most things on B&B, could be summed up with YMMV. I have sensitive skin and I have used mainly creams, but I have had success with the few soaps I have tried as well. There are brands of both varieties that are moisturizing and gentle on sensitive skin, it is just a matter of you doing a little experimenting and finding which works best for you.
There are many brands to choose from that would probably work great for you. For those with sensitive skin, I've noticed that the advice is given to usually seek out products that are unscented, contain no fragrance oils, et cetera.
Here are a few creams that worked well for me, and one soap: Arko Extra Sensitive (Cream), La Toja Sensitive (Cream), Kiss My Face Unscented (Cream), Cella (Soft-soap; I have read that some have been irritated by it, possibly due to the almond scent, but it did not bother me and is by and large my favorite product)

Kiss my face is gentle cheap and can be found at allot of local grocery stores in the naturals sections.
Cella as long as your not allergic to almonds.

I've always believed that creams and soaps are pretty much the same thing, the difference being in water content.
Having said that, I find that regular old J.M. Fraser's is the cream I go to when my face is irritated. At about $14 a pound from the Italian Barber, it's pretty cheap, too. For me it has great glide, protection and is very mild in the scent department. I generally find no need for a balm after using it.
Wouldn't be without it.
