A distinct possibility. In any case, there are a number of plausible explanations which exclude the disembodied spirit of a human strolling around.

This not so much. Remember, the officer was watching it on his surveillance camera monitor as it was happening and reported it to his supervisor. So unless the camera feeds to the monitor through a tape......
