Persistent ingrown bump?

Hey Shavistos Uber Alles -

Quick question - I have a persistent bump on my neck from when I was using disposables prior to getting my first proper razor. What is the best way of getting rid of this? I'm sure it's an ingrown hair, but it's been days and nothing seems to be getting rid of it.

Any help is appreciated, because I'm getting tired of shaving around it.
