It keeps the server happy (with regards to CPU usage), but it is also intended to mitigate the effects of spammers who might get past the CAPTCHA system and use an automated bot to mass-spam via PM. That's why there's a time delay between new posts as well.
A spammer with an automated script can send thousands of PMs or create thousands of new posts in a matter of minutes without any posting/PMing delays.

I like it because it prevents me from accidently sending 2 identical messages back to back. IMO it's a great feature.

Have a question, PM a mod. That's why we're here!
Just wondering!
Nick what is that a picture of in your avatar? Is it cat taking aim? Where is the full size of that?
This brings up a secondary question: Will you / have you ever put up site statistics? Being a bit of a computer geek I'm curious as to the average number of posts/pms a day, server load, disk usage, bandwisth, etc. Just curious as to what makes B&B tick. Any chance of sharing the specifics of the server running B&B, also?
Disclaimer: YMMV
