Clockwise, of course. One should not even have to ask. Of course, in the southern hemisphere the proper direction would be counterclockwise. Lefties should be forgiven for going the wrong way around. This is a no-brainer. Sort of like the silly toilet paper debate. Anyone with an iota of common sense knows that the end should come out over the top, presented rather than concealed, but there are still kooks and crackpots out there who insist that the wrong way is the right way.
 
I think it might depend on the mass of the brush. Without the brush in my hand, clockwise feels slightly more natural. With the brush, definitely counter-wise.
 
On my left side I use my left hand and swirl counterclockwise.

On my right side I use my right hand and swirl clockwise.

And I always finish with straight brushstrokes.
