I know that tap water with heavy mineral amounts in it can make creating a lather more difficult. Can the same water change the outcome of your shave though (irritation, more frequent cuts)?

Yes.
I have learned to run my water through the carbon filter and store it in a gallon jug and pour what I need into the Hot Pot to boil and use. That seems to make lathering much easier. Too much mineral content in my local water!
Also you may find less slip with hard water. The razor does not glide on the skin quite as easily. There are some products that work well with hard water. I tend to travel with TOBS creams for that reason, they seem to work pretty well no matter what. But their performance is improved with soft water also.
