Can anybody tell me any more about this razor I bought?

Sure does look like an Engles, only seen a few in Pilatus Stahl. Hone wear is kind of heavy, especially at the toe. On a positive note, the edge appears to be intact so hopefully you won't have to add to the hone wear sharpening it.
 
Sorry, but that blade looks ground down pretty far. I haven't really seen German blades that have etch that has such an abrupt transition to the edge. Also, the bevel may be up to the stabilizer, but I'm not sure. Either way, it was only 10 bucks so not a big loss if it turns out bad.
 
I'm a newbie, so what does it mean to ground the heel and how is it done? Thanks!

Wow, that is a extremely narrow blade, looks to be even less than a 4/8.

The blade certainly needs some work before it can be brought to a shave ready status. I would set it aside for now, and use a blade that is already in shave ready condition.

At the least, you would need to send it off for professional honing. The person honing it should be able to correct the issue with grinding the heal.
