Can anyone shed any light on this razor?

Hi all,

can someone more knowledgeable than me about old safeties shed any light on this? It arrived this morning along with a Cadman's Bengal straight razor (the bit I wanted). I assume it's an English razor made under license here, but when, where and who by?

Waits says manufacturer unknown, Registered in Australia, but also registered in New Zealand.
Seems to be a Gillette clone.

I've found tins for sale online, supposedly from the 1940s, but no actual razors or blades or any info. This one is in cardbourd box. Was the cardboard a postwar thing or a wartime cost saver? For some reason the celophane bag made me think it had to be at least late 50s.

Were these a mass produced wartime effort? An ANZAC Gillette knock-off?
