Can anyone identify this.... thing?

Scored this off ebay a couple weeks ago, as a "blade holder". Thought it was cool, a fancy blade holder. Poor focus pics online were, well, poor. Turns out it's some sort of razor- the blade holder part actually holds a DE in a reverse curve, and it only holds a single blade so it must be some sort of razor.
I'm guessing a woman's underarm on a hunch. No stampings, engravings, no nothing in the way of who made it. It's pressed metal too.

Try going to stropper.com That site has helped me identify some things that I could find nowhere else. They're great at emailing back if you write and ask them questions.
