Plague of boils ...

Well, tiny little pimples anyway ...

The day after finally getting the closest shave ever, I developed a line of tiny red bumps/pimples on my neck--right on one of the natural fold lines. I was using a cream aftershave, and, after taking a short shave break, I have since switched to witch hazel. It ha improved, but not gone away. It looks like a light rope burn--as if I just barely escaped a noose.

I've seen the term folliculitis in forum searches, but usually in passing ...

How best to deal with this? I like the close shave, but I don't like the whole gallows-escapee look.

just keep working on your technique and theyll go away. Always remember your pressure and angle, and make sure your lather is juuuuuuust right
 
It sounds like you are either applying too much pressure, or you are not shaving with the grain in the area where the irritation appeared. When you have a chance to grow out your beard for a couple of days, I would examine the area where you are getting irritation, and re-examine the direction of hair growth.
