The case reminds me of a British old type case-

It is a 1917 Single Ring, also known as a Standard. The text on the handle actually says, "Pat. Nov. 15.04", which is the patent date.

Yup. That's what I thought, too. Although, the top edges look rounded instead of perpendicular. See below.
