What's the correct name for this, and how does it work? Do you load your brush and lather on the top and pour the lather out the bottom?

This type of scuttle is a very old design, it predates indoor plumbing.
You would place a cake of soap in the top and fill the bottom with hot water from the kitchen.
Your brush would be poked into the scuttle to wet it with the warm water. You would then load your brush with the soap on top and face lather, adding water as needed. If you are going to use a scuttle like this its helpful to have a brush that fits into it.
Richard/Rustyblade over at SMF did a quite lengthly review about this type of scuttle a couple of years ago.
