No idea of the maker, but it looks like it's missing the bottom part that goes under the blade.
Definitely missing the bottom plate.
Without that part, it's going to be hard to figure it out, unless Achim/Guido have seen the handle before.

While its definitely missing the 3rd piece and the cap looks a little beat up, I think its *possible* the handle might be interchangeable with a tech. If you have one id at least give it a try.
Can it be considered a safety razor when its missing a safety bar?

If the blade doesn't flex too much in the process, I think it could be an interesting experiment.

I confess to feeling a mixture of disappointment and relief, Chris. It's probably for the best but I still admire your spirit of adventure for considering doing it.Sadly I will never get to the test phase. The DE blade is just too flexible without any support. It's either a 90 degree angle, or severe deformation of the cutting edge .
