I can't name the movie but it seems to have a couple of characteristics:
Takes place in a crumbling urban environment, but probably no post-apocalyptic as the light are still on, even in the background skyscrapers (?). Probably not crucial to the plot but just to add an ambient spookiness.
Supernatural theme as opposed to science-fiction or fantasy. (Solitary glowing girls in nightgowns are always supernatural!)

What I loved about this movie was the strong use of sepia tones to give almost everything a very drab, depressing appearance. I think you can't blame the main character for choosing an illusion over reality, even if she had to kill her former friend in the process.

Oh man, I haven't been following this thread, and was just going to post "Rose...bud..." based on the first pic. If you ever watched the show "Northern Exposure" there's a great scene where Ed (one of the Alaskan locals) is a giant film buff, and he talks about Welles' use lighting to set and define moods. Good stuff!

Nope, but you're on the right track. It was a low budget noir film. Not a spy/espionage film, just a basic "good guys vs. bad guy" crime drama.

Right-click your mouse on the picture then click on Save Image As. The file name of the image will appear. I read about that cheating method hundreds of posts ago in this thread.

Bingo! Good one. I made a point of naming the pictures after other films by the same director to throw people off the scent  (The Miracle and The Company of Wolves are also by Neil Jordan; he also did The Crying Game and The End of the Affair which I think were more popular here in North America).
