This is another long shot on my part... I can't really tell because of the low resolution of the picture, but it seems like the guy is wearing Arsenal shorts. The only thing that comes to mind is "Fever Pitch".

I think we need a hint. Or another pix.
Definitely. Although I do nominate this one for toughest movie ID we've seen. I mean, some of the folks here could get a look at an all-black frame cap and say "Oh sure, that's the opening credits from Ice Pirates" and unless some folks are on vacation, you've stumped everyone. Perhaps another frame cap would be useful?
I had a nice run when I posted a frame from Harvey, but that was nothing compared to this total lack of identification.

We're on the wrong thread, but here goes, as best as I can remember.
A man walked into a bar with a dog.
Bartender: Hey, you can't have that dog in here.
Man: But this is a special dog. This is Sam the talking dog. Sam, say hello.
Sam: Hello
Bartender: Hey, that's pretty cool. Let's see how smart you are. Here's five bucks. Go down to the corner, get me a newspaper, and come back with my change.
Sam takes off. They wait 5 minutes. No Sam. 10 minutes. No Sam. 15 minutes. No Sam. After a half hour, his owner is frantic. He goes outside and looks everywhere for Sam. Finally, he finds him in the back alley with a French Poodle, doing what dogs do.
Man: Sam, what's the matter with you. You've never done that before.
Sam: I've never had five bucks before!
Sorry. It's been a long time since I've told this one. The first time I heard it, it was hilarious.

Seeing as IMDB has those same images posted here, I would say you're probably right. And that guy really does look like Gene Hackman. Hmm, I should see this some time. I went to the Stasi prision in Berlin over the summer. I would say the same thing about Valkerie, since I also went to the museum/offices of the resistance to Hitler (also where the execution took place), but I haven't heard good things about the movie.

I should mention, my words were clues also. James Whale was the director. "Have a potato" was a memorable line from a memorable scene. If you put "potato whale movie" in google, the movie is second in the list.
If you add "Laughton" to the search you get a page-full of references to the movie. A simple "whale laughton" also gets you there.
