Is it possible, to overhone? Overstrop? What are we trying to accomplish by stropping after honing?

Over hone, Yes. Over strop, no as long as you do it right. Improper stropping will damage your edge quickly. Stropping on plain leather draws the edge out making it smooth and even.

Plus one to the previous post, you can definitely over hone, stropping is a matter of technique, if you do it incorrectly even the smallest amount can damage the blade.

A big piece of the learning curve on the strop for me was that you don;t need to apply pressure to the blade to do it correctly, think of it almost from the standpoint of your facial passes, just enough to keep it steady. BTW speed doesn't matter either so don't get caught up in how fast you can go on the strop.
