All I know so far is that some scents get overpowering in heat, and some hold up great in the cold. I'm not really going into occasions or times of day, but what are some general guidelines to stick to when putting something on in either extreme?

Florals work in Spring, for obvious reasons.
Citrus and Colonias during hot weather. Many classic EdC's have very refreshing citrus blends and are meant to be splashed about pretty liberally.
A lot of the old-timers (yes, I said it) around here like very Fern and fern-heavy things in warmer weather. Vetiver can be dangerous in hot weather and can get funky--as, of course, do musks and heavy orientals, incense, most aouds, etc.
No offense, but your definition of hot weather is going to be different from ours here in Texas, so you can get away with some things we cannot down here. So you can probably get away with fougeres during warmer months. Boozy scents as well, since many of those get really boozy in the heat.
Geographically, I say Italian in the warmer months--Acqua di Parma, Blu Mediterraneo Arancia, various Colonias. French in the winter, Frapin, Commes des Garcons, Serge, etc. For all year around, English--Penhaligons and TOBS.

The way I see it:
Flowers, fruits and water during the summer, warm smoky woods, spices and sweets during the winter.
Still, the main thing is to experiment. I have been surprised a couple of times by sweet woody fragrances working wonderfully in the summer. Nothing is writtn in stone about when to wear something.
