As far as a balm goes, my vote is for Nivea Extra Cooling. My favorite for years!

The mostest Mentholated balm would be something you request specially done by one of the artisan soapmakers (Mama Bear, JoAnna at TSD, Sue at SCS, etc.) Just request one of their standard balms but ask them to put too much Menthol in it.
JoAnna hooked me up with a cream once that is so potent, she sent me a warning when she shipped it. :w00t:
Mama Bear Sue also makes some killer Peppermint/Menthol milk.
All of the popular soapmaker shops can knock the pants off any corporately-available products, both in terms of efficacy and Menthol content.

Thanks for tip, Mr. Flair.
Which soapmaker is the best? I've called Sue before and really liked her.
While everyone talks about Mama Bear, I don't know if I can have a product with that lame a name laying around. It sounds like something intended for babies - and I'm a boy.

Aqua Velva Ice Balm gets my nod, if you can still find it.

I recieved a sample of mama bear's mandarin ice AS balm with my order of her soaps...
I put a squirt on my hand, then on my chin to see what it would smell like...
once the air hit it WOOOO it was like an ice cube was dropped on my chin.
it smelled like fresh peeled oranges, and kept cooling LONG after I put it on.
I would imagine that after an actual shave this would chill the cheeks pretty darned good!

Every Man Jacks cooling post shave balm at Target.
When i put this stuff on the cooling effect is greater than Aqua Velva. In fact, its so strong that my eyes water if i put too much on.

One thing I noticed is Nivea Cooling ASB is pathetic. It burns for a sec., then cools for a fraction of that, leaving the user with an inadequately moisturized face with a high level of shine.
I think for now I'll just stick to mentholated splashes then moisturize afterward...
