A local cutlery shop has leather and linen strops for 47 bucks, 20% off.
all 3 look the same, with different gold foil names.
At that price, am I getting a deal, or wasting my time?

Do you mean $47 and 20% or $47 including 20%. Vintage strops in great shape can be had on Eboy very often for $20 or so. I can't see details but if the surface is smooth and in good shape, not dry and cracked or abraded it will serve. For around $60 or so you could buy a real quality Tony Miller Strop brand new. Even cheaper for his basic models.

On the bay it is bound to be cheaper as you cannot inspect it before buying and you get no guarantee.
