Razor ID - Made in Germany

Someone dropped this off at my parents' house for me, and I'll be meeting it on Wednesday. I finally talked my mom into taking pictures of it so I could see what I was going to get. And I don't know what it is.

She took it apart and saw that it said Made in German on the razor itself (not blade). From looking at it, I can't tell if the blade might sit RIGHT ON the teeth, or not. I have one little junky razor I got at an antique shop where the blade sits right on the teeth, and I think it's pretty worthless and have no idea what it is. It might be a mismatch. Same goes with this one.

Any ideas?

Looks like it may be an old 4 piece Merkur?

I am fairly certain it is not a Merkur. The vintage 4 piece ones look the same as the new, but were all open comb. I think this might just be a no name knock off.
