Just curious what they are and why they seem to get listed as the best as far as soaps are concerned?

Triple milled soaps go through a manufacturing process in which most of the air is removed from the product. The result is a very hard, long lasting soap. This does not guarantee that the soap will perform among the best, but it is a good indicator of quality.
On the flip side, soft soaps such as Valobra and glycerin soaps from makers such as QED and Mama Bear are also very good performers. They just won't have the longevity that a triple milled soap has, but the price generally reflects this.

I'm 99% sure that the Crabtree & Evelyn soaps are triple milled if you want to give one a try.

They are, but the C&E soaps are not generally viewed as best of class.
The tripple milled soaps are generally higher-end products (but not always so) - the tripple-milling adds to the cost and this price is passed on to the consumer.
The tripple milled soaps do last much longer than the glycerine or softer hard soaps (such as the shave sticks).
In my view, the "best" hard soaps are the ones that contain tallow (an ever decreasing breed as many manufacturers have recently switched/are switching to vegetable based products).
If you want a really good tallow-based tripple milled soap, try some DR Harris.
Another good one (although I'm not sure its tripple-milled) is Tabac - a great value in a very highly regarded soap - but the scent isn't for everyone.
If you just want to try a hard soap (a soap that isn't a glycerine-based soap), there are lots of options out there - Trumper, Penhaligons, Floris, TOBS, T&H, various French shea butter soaps, etc - tons of choices.
The hard soaps are more expensive than the glycerine soaps by weight, but they last much longer and are comparable form a $ per-shave perspective.
Another option is to try a shave stick - Arko, Boots, Tabac, Erasmic, Palmolive, Valobra, are all inexpensive options that perform well above their price points.

You tell me is possible that someone would actually not like the scent. Hmm... that sounds like heresy to me.
The scent is 99.99% of the reason I use this soap.
