while I am still waiting for my first straight to show up from Dovo I found this razor in a local antique shop. Given that I know nothing about straights I was wondering what I should do with it. Should I send it out to get restored or use it as a practice razor for honing?

Thanks for any info and background on the razor!

Sure, why not? Doesn't look like it will take much work. You never know, you may have a sleeper there.

Restore? Just polish it and have it professionally honed. You'll want to use a very very ugly razor for you to ruin on your first attempt at honing =-]
