If a coticle stone comes off it's slate base, is there any way to rejoin them properly? Any specific glue?

Epoxy should work just fine. It's tough, fairly viscous, and waterproof. Clean off all loose material and if everything is still a tight fit with a minimum of gaps, coat one surface thoroughly after you have mixed parts A and B per direction and place both halves together with a wiggle to make sure everything is properly aligned. Clamping probably won't be needed as too much force may break the stones or squeeze out all the adhesive. Once the adhesive is cured and hard, any ooze can be sanded off and the stone re-lapped as prophylaxis if you think anything may have warped when the halves separated or got skewhawed in clamping.

The new one part urethane adhesives, such as Gorilla Glue, may work well too, but my go-to is epoxy for stone or metal.
