I can always feel stubble in the same spots atg after my shave. It is barley noticiable but it grows back quick and bugs me. Concave sides of my neck the chin and the very bottom of my neck. My beard grows in collicks and even the barber did not know how to shave it by the books. I get presentable shaves but not great shaves. I usually end up with some irritation at least for a few minutes. I do like the DE better than a cartridge and on days like today better than a straight. Just can't quite get to where I want to rub my face and say, that is an excellent feeling and great shave. Which is really where I want to be by now.
A few questions,
1) Do you re-lather when you do subsequent passes or do you just use what's left over from that pass?
2) What shaving cream are you using? Some are more drying than others.
3) What blade/razor combination do you use?
I find I get my best ATG shaves when I use my Merkur Classic with Feather DE's. I also try to go against the grain with every pass, or that is my intention. I, like you have squirrly growing whiskers along the bottom of my neck and with each pass, I go in a different direction attempting to take off the most (the most ATG) on the first pass, relather then do the same on the second and third. I hardly get any irritation at all, but I also shave in the shower and I think that has something to do with it.

If your like me then you have hairs growing in several directions which may make it increasingly difficult to get rid of these hairs, you may need to include a Xtg pass in order to avoid this however I have tried so and my skin is too sensitive for such an aggressive maneuver.
I relather with every pass. I am using MB lime soap, Taylors sandalwood, and salters almond. I also use conks bay rum once in a while. I am doing the four pass shave usually and always include a horizonatal pass. I am waiting on a Merkur HD 34c and some feather blades. Right now I am using a Gillette Red tip with Derby blades. I find the feathers the best and an improvement in my shave but I am out and waiting on some to arrive. I am eager to try the new blade razor combo.

When I'm using my Progress and there are spots that are difficult to shave ATG (like the lower part of my neck), I sometimes dial down the progess (to 2 or so) and that often works well.

I have had a similar problem, and have seen improvement, but not perfection (yet) by "J-hooking" around my neck area. I generally do a 3-pass, usually WTG, XTG, then ATG, then lather up for a fourth pass which is mostly just touch-up wherever it's needed. Mantic has a video on "Advanced shaving techniques", which shows the J-hook.

Maybe when you get your new combo, it will be better. I've shaved with a number of "older" used razors and found no better than a new Mekur (with Feather blade).
I am going to post pics of how I look after shaving with a super speed and compare them with an HD with pics. See if there is any improvement. I look ok, but there are spots of stubble that I just can't seem to get no matter what I try. So be on the lookout for a face full of whiskers. The HD should be here any day now and I am looking out for the feathers. I used a gillette tonight and while I got my average results the blade worked pretty good.

Do you shave XTG/ATG or just WTG?

Depending on your proficiency with a regular DE I could do no better than suggest a slant. I have a coarse beard growing in all sorts of directions and I find a four pass shave leaves me 99% smooth with zero irritation. I really don't understand all the fuss made over a slant, excepting the HD it is one of the easiest razors to shave with providing you are not struggling with an HD of course! I have now been using a slant for four months after trying many others including a Vision which whilst close was not as comfortable as a slant. I used to try all sorts of combos but have now fallen on one which provides spectacular shaves consistently (Slant,Feather, Occitaine soap,) and see no reason to change, I have no doubt that many people here will now be in a state of apoplexy, indeed, there are some days when I think to myself, how about a different soap today? But then I remember the previous days shave and forget the idea in favour of the regular combo. Just my opinion but you could do worse than a slant, do not believe the nonsense about it carving up your face, if that happens, the basic shaving technique is wrong, simple as that.

Took me a while. I can't decide if it is better to shave at a heavy angle, or almost horizontally. For some spots I have to angle the razor heavily to get off the hair, and some spots I don't. I still want to try it with a feather. Bet it would be easier. After my ingrown hairs are gone I will give it another go.

After my ingrown hairs are gone I will give it another go.You shouldn't have to shave at a 'heavy' angle and that will cause burning and bumps. Also, if you're getting irritation with a Derby my guess is it'll be worse with a Feather as most find them much less "forgiving".

With all the information you have given, it is almost certainly a technique issue. I would hesitate a guess at too much pressure being applied at to steep an angle with not enough reduction with the direction of hair growth. My previous advice regarding a slant and feather still holds true if you can get your technique right with the HD and a less sharp blade, if you go to a slant and feather at the moment you are in for some serious bloodletting and pain. Nothing but nothing will correct wrong technique other than practice. Have patience.

I find to get those areas I have to buff with my HD. Except on new blade day - I don't buff then.
Short, quick strokes in those problem areas. I don't know about the lower neck, but definitely works for me on the chin, jawline and under the nose.

im tempted to apply pressure, and to buff, but for some reason, while shaving i feel very very light stubble, but then after the aftershave balm is absorbed (spanish Floid balm), the face feels alot smoother, and the stubble is mometarly gone untill the hair grows a bit,
