New to a D1 toggle , how do you the adj works?

Hi all
New to a D1 toggle. The dial won't do down to one , but positively click into the 2 position , I am making all adjustments with the doors open.

I set it to 9 and close it but I do not see any apparent gap differences between 3 and 9 positions , what should I be looking for ?
