I've been having a real hard time getting the area on my neck - which is problematic because I usually keep a beard and this is the main area I shave. I use a straight razor, which I feel might be some of the problem - I've tried using the 4 pass method that was tutorialed here, but I just can't hold the blade in a way that allows me to do the horizontal passes. When i just do north to south, then south to north, I don't get a smooth as I would like. Is there a way to hold the blade I just haven't figured out, or is there a better way to do this area? Perhaps with diagonal strokes?

You could try a slight slicing stroke in two directions, giving a slight XTG stroke. Is this what you meant by diagonal stroke?

Diagonal: Gradually move across while going up or down. Chiminesch's video demonstrates this.
I'm having the same problems as the OP and do know how tricky that stroke can be. Honestly, I can do it but find it isn't very effective. By the same token it might be doing me some good but I'm not accomplished enough to realize it yet.
One of the things I've noticed with practice is that I become more agile in terms of positioning the razor where I need it to be. I think eventually I'll get it because of the improvements I've noticed to date.
