Can anyone ID this box?

Guys and gals,
I always liked this box that my great Uncle had.
He gave it to me many years ago before he passed away (more than 10 years ago now).
He kept change in it, but I'm sure that's not what it's for.
Do you know what it's for?
My great Uncle and Aunt both smoked. I wonder if it has something to do with smoking?

Very attractive, but I haven't a clue. I've never seen anything remotely like it and I visit a number of older homes on a regular basis in connection with my job as a newspaper feature writer.
