Can someone tell me what kind of head this is? It came on a ball end handle.

1931-1935 GoodWill (http://www.mr-razor.com/Rasierer/Goodwill/Goodwill.htm). They are made from parts of OldType and NEW razors.

The top of the head looks like the pic below. It is almost all down to the brass, you can just see the left side has some gold remaining.
I was thinking about removing the rest of the gold and just polishing the brass. Any thoughts from anyone on this?

It will shave just as well, and IMO look better too.

Exactly what I was thinking. Just not sure the best way to do that. Any ideas? I have Brasso, should I just start polishing and see what happens?

Brasso is quite abrasive for a polish. I don't recommend it for razors usually, but in this case it's probably the best and most effective choice.
By the way, that cap looks like copper. It should shine up very nicely.

+1 on everything.
A mild polish like MAAS will take forever to get it down to nice looking copper. Brasso works best for that part of the process. However, it doesn't leave nearly as bright a shine, so once you have it even looking switch to MAAS and it'll gleam.

What about on a 1930's Bar Handled New, same material, or all brass? I just got one of those and the head looks bad. Was thinking of doing the same thing, taking the plating off with Brasso and polishing whatever is underneath.

I believe the base plate and handle are two different brass alloys, which when all the gold wash is removed, will give a tri-colored effect. Also, in the case of a fat bar handle, the tubing is copper as well. (If I'm not right, I hope someone will correct me!!)
The gold coating on those razors was so very thin . . . the country was in the midst of the Great Depression, and costs were being cut everywhere! The Goodwill razor was made from leftover parts (lots of them!!) and designed to be given away free with the purchase of "NEW" style blades. The components were specifically modified so the finished razor would not be able to use the old-type three-hole blades; this forced the user to purchase genuine Gillette "NEW" blades.
Since most of the Goodwill razors have not survived with their gold wash intact, well-polished copper/brass is the next prettiest thing!!
