Howe do I use the quick reply function

I see the icons above the box, but can't seem to click any of them. I know I am missing something, but what?

On the bottom right hand side of every post is the quick post icon. It looks like a sheet of paper with a quill pen.

Got the subcription thing down, but here is another question. Since I have joined I have posted quite a lot. And have been through a lot of titles: Ex-Lerkur, Knight of the Round Lather Bowl, Baarbacide Barbarian. How frequently do I obtain titles? What are these titles ment to imply?
