I've been fascinated with them since I was a kid. I got this keen kutter at the antique shop today for 9 bucks, I couldn't pass it up. I love restoring/fixing stuff. Seems like it's not to bad. It's missing the outer washers for the hinge pin, and the pearl like stuff is missing a chunk and is broken up. The tail(?) is the only rust on it. The logo means its pre-1940 right? I'm not sure how sharp it needs to be to be shave ready, but it is very sharp. I don't think it is far off. General clean up, de-rust and polish. I think I can find a replacement for the pearly stuff and replace those parts. Should be good to go then right? Anything I'm missing or other suggestions?

Nice blade. Someone who knows something about restoring will chip in as I am still sanding my first straight. In your case, you might loose the logo on the blade if you do so.

Since it's an E.C. Simmons, yes, it's pre-1940. (Check out the bottom of page 4 and top of page 5 here (http://www.thckk.org/history/shapleigh-history.pdf).)
