Shaving the back of the neck (bald men)

Hi, my dad is bald or almost bald. He cuts his hair with an electric clippers. However, there are also very fine hairs at the back of his neck which are too fine for the clippers. Which razor could he use to remove these? or that somebody else could use. It has to be simple to use, without a lather or anything, just something he can brush across his neck or that his wife can do quickly and easily. would somethihng like a tweezerman dermaplaner work?

I do the same and use any DE razor or a Bic Metal disposable. I can use any of them on dry skin, with no lather, and suffer no irritation. I normally relegate blades to the DE neck razor after a few face shaves, so they are not 'new' sharp, and use them for neck shaving for several weeks.

Sure, it would as every other shaving-blade. (Cartridge), DE, SE, Kamisori or a straight would work even better (and cheaper).
But why don't shave a real bald? Just take a brush, a soap and a safety razor.
 
I shave the back of my neck with a blade that is about to go in the bin, then I apply a splash. Works for me!
