Shirts: As much as I like my Brooks Bros shirts, I find those from Jos A Bank to be very competitive. I think that the Traveller Tailored Fit are their best ones and they can be had off the website for short money.

Drop a a little more on shoes and a bit less on shirts...then we can talk trousers!

+1 I have a few Jos A Bank shirts and they are good quality for the money - they are almost always on sale buy one get two free (which puts them in the $29 range). They have both tailored and slim fit. Their regular fit is huge.

If at all possible don't buy cheap shoes.

I think Charles Tyrwhitt makes a decent shirt and can be had sometimes in the $35-$50 range. If possible, I'd try to up the shoe budget a little if you can (it's a good investment). Check Allen Edmonds outlets if you can.
